Overgrown bushes significantly reduce visibility

Hedge on a side of the road is overgrown beyond the property boundary significantly reducing visibility when crossing the road, especially for school children. My daughter was nearly run over by a car recently, so I'm reporting this as a significant hazard. This was reported in the past by me and the only result was slight trim of the hedge whilst this is a private hedge on council's land so the owner of the house where the hedge is should be made responsible to remove the hedge
