  • The trailer is not abandoned and it will be parked on the site permanently. City of Edinburgh Council have no powers to move it. The message I received from the Council was: "Vehicles can be on a public highway, without moving, provided they are legally parked, not causing an obstruction, are taxed and not abandoned. The Street Enforcement Team are guided by legislation and only deal with untaxed vehicles where an owner can’t be traced. Untaxed or SORN vehicles on the public highway are the responsibility of the DVLA to enforce. As trailers do not have an engine, they are not required to be licenced nor display registration plates, except when being towed. Nuisance vehicles are currently the responsibility of either the Police or parking attendants to enforce."
