Large concrete bollard knocked over on a busy school pavement

One of the concrete bollards in Blakehope Burn was knocked over by the Biffa garden recycling truck over two weeks ago. The concrete bollard keeps rolling on to a busy pavement that is used all the time especially by school children. I have rolled it close to my house to try to avoid a serious accident either if the bollard rolls and injures a child, or causes damage to a car if it rolls on to the road. It is a serious danger to the primary school children and all those who used Blakehope Burn and also could be used for vandalism. Can someone please urgently remove the bollard and fix the hole that was caused when it was knocked over. I saw a previous note claiming it will be fixed mid December but this is way way too long, someone will get seriously injured or damage will be caused to some property.
