Lack of space force people to park on restricted area

Lack of space is forcing people to park on restricted area or park two cars on one spot(they park car in front of other so they take one space instead two). Some people don't bother at all and park on two spaces with one car (picture attached). In late hours there are cars parked on curbs and restricted area and its blocking a way even for a normal car. There is no chance that fire truck would make it through. Considering its high flats I think it is highly I inresponsible and I'm not feeling safe knowing that in case of emergency they would have to tow ar leat 5 cars before they will get access to the building. Please do something.
