Bank deteriorating

Sent to Lincolnshire County Council less than a minute later. Council ref: 409490.
I was wandering down the footpath to see how bad the open part of it had gotten and saw that the concrete blocks had all fallen away from the bank and that parts of the street furniture are going with it.
Last time I ventured onto the bit which is closed, and not hard to do I might add, in order to see if I could walk to the Tuplip Queen pub etc. I am pretty sure I did not feel any ground underneath the footpath. If that's the case, it makes me wonder how much is under the road, especially considering vehicles regularly travel that section at about 50mph.
I understand that this issue pops up every once in a while and is regularly waved away as it would cost a lot to fix for seemingly not a lot of benefit. I ask you though what would cost more: fixing it now before it fails or, after it has failed and someone's possibly gotten hurt.
