Tree canopy killing zebra crossing lighting of pedestrians

As per the title I’ve just driven down the road and there was a pedestrian with dog stood on the park side of the zebra crossing waiting to cross. She was not visible at all until I was nearly upon the zebra crossing and it appeared pitch black from the Whitestone side approach. On driving back the opposite way I noticed there is a downwards pointing street light but it’s shrouded by the tree that growing over the top of it (something with a weeping type canopy). This crossing either needs converting to a pelican crossing or some improved pedestrian illumination.
