Blocked and leaking drain

Outside No. 32 Musley Hill there is a blocked storm drain which is leaking foul smelling water into the road. The next storm drain down the hill is also blocked, so the foul water is flowing down the whole hill. The flow is not always very heavy, but soiling is evident on the road in the gutter. It doesn't smell very nice either!
