Overgrown conifer hedge obstructing footpath

Sent to Oxfordshire County Council less than a minute later

The house on the river side of the junction of Preston Road and Baker Road at the end nearest the river has a massively overgrown conifer hedge and it now covers at least half of the footpath. Mothers with prams or pushchairs have trouble getting past and often go onto the road especially if it has been raining as they have to push past the branches and get soaked. Can action be taken to get the hedge trimmed back please.
