Vinyl banner advertisement for Toploader on Beckenham Green railings

Reported via desktop in the Graffiti and Flyposting category anonymously at 23:20, Sunday 24 October 2021

Sent to Bromley Council less than a minute later

This concert promotional vinyl banner is affixed to the park railings of Beckenham Green, on the Albemarle Rd frontage. It appears to be flyposting. The banner is only partly affixed and folded over so when passing only the band name is visible. This is also the Beckenham Town Centre Conservation Area with the planning requirement for new development (which includes advertisements) to 'conserve or enhance the character and appearance of the Conservation Area'. If this does not have both: (1) Council permission as land owner, and, (2) advertisement consent planning permission please kindly remove the advertisement banner and take any appropriate enforcement action. Thank you.

  • Photos added of banner in original state, and temporaily 'propped up' to show the wording. I consider this illegal if it does not have both Bromley Council Parks Dept permission and also prior Advertisement Consent Planning Permission from Bromley Council. I read that such commercial promotions do not have 'deemed consent' under national Planning regulations for advertisements. The wording reveals the event is in the Priory Gardens in Orpington - but the banner is on Beckenham Green in the Beckenham Town Centre Conservation Area. I have just noticed the date which is Sat August 7th (2021), so the event has long passed, too.
