Traffic light grills make lights look like not working

As you approach the junction to take you from A30 Ringway South to A339 Ringway (towards town centre/Newbury) the new grills on the traffic lights make it impossible to tell if lights are working or even what colour the light is. Photo shows 2 lights. The left one is for this junction. As you can see it is not obvious what status the lights are at. Even when you are directly under the lights you struggle to see the light colour. Just waiting for someone now to “jump” the lights not realising as the traffic lights are unreadable. A risk assessment is required before any claims are made against highways/council.
