Obstruction to foot path

Sent to Norfolk County Council less than a minute later
I was unsure whether to proceed on this path where a horse was in the field and standing on the path to the next style. I did not know if the horse would react to me or my dog so I had to make a long diversion by roads. Please can you take steps to make sure the path is safe.
Council response was not helpful..... 'Thank you for your enquiry. It is common to find livestock in fields/paddocks which are crossed by public rights of way. Landowners have a duty not to keep livestock which they know to be aggressive or likely to cause injury to the public in fields crossed by public rights of way. I would advise you to always keep your dog on a lead where livestock is present'.
The dog was on the lead but the horse was not!
