Problem with persistent dog fouling (same dog/owner)

Sent to Aylesbury Vale District Council 4 minutes later
Someone is allowing their dog/dogs to foul in the Batt Furlong Residents parking area.
Since about the 27th December, there has been a large amount dog mess left in the middle of the parking area - not just once but on at least 3 different occassions since the 27th December. Most recently today (Wed 9th Jan 2013).
I am pretty sure it's the same owner/dog(s) as the appearance of the mess is the same. And it can;t be from a fox or badger or other wild animal as the mess is too large in my opinion.
It's disgusting and something needs to be done - I can't allow my two sons to walk out to the car without me or my wife holding their hand in case they step in the mess.

Council say unable to help as the problem is on private land (housing association parking area).
I've been given permission to erect a sign to warn of action and possible prosectution under the Dogs (Fouling of Land) Act 1996.
