Drain insufficient - ongoing for years

Pannall road drain has always been an issue since moving in 1988 & even back then road floods from drain across to other side of the road to edge of pavement. Over last 5-10years or more the drainage has become worse & water going across the road up to pavements on both sides of road, as well as spreading up & down the road further. In last 2years or so the water can now goes over pavement mainly other side of road & started to creep up driveways. This year the water has come up driveways on opposite side of the road from the drain & has been up to the house steps which is about 10m from drain. Understanding more heavy rain increases the drainage issue but this has been a problem for many years now, even when it seems the drain is cleaned out once a year or everyother year. This now causing flood risk for houses, cars & is a safety issue as road is used for access to schools plus walking bus for children on pavements.
