Sent to Warwick District Council less than a minute later

A man regularly (at least once a day) usually around 8.30 am walks 3 dogs along the footpath from the Canal bridge at the end of Radbrook Way and allong the footpath towards Leamington. At some point when he gets to the grass area usually by the carpark he lets the dogs off their leads and carries on walking taking no notice of the dogs actions. If he sees anyone following or watching he will stop and pick up but otherwise he keeps walking.
