Overgrown hedges

Sent to Glasgow City Council less than a minute later. FixMyStreet ref: 3029880.

The housing block on the corner has not cut their hedges all year leaving about a 30cm of Pavement left. Not sure if the council can force the home owner or landlord to cut them back to the boundary or can the council cut them back themselves?
