Overflowing bin for dog pii

Sent to Lincoln City Council less than a minute later. FixMyStreet ref: 2994953.

Bin for dog poo doesn't appear to have been emptied for a long while. It is full to the top and smells revolting when you walk past it. Lots of flies around it.
