Parked car blocks access to wheelie bins on Elmhurst Way, prevents refuse collection

23 Elmhurst Way is a low-rise flat block. Residents are serviced by two communal wheelie bins, one for general household waste and one for recycling. These are located just off the car park area at the rear of the property.

Since around 6 weeks ago, the occupant of a nearby house (not a resident of 23 Elmhurst Way) has been routinely parking his second car in front of the wheelie bins, obstructing access to at least one of them. WODC refuse collection vehicles are often forced to make a difficult reverse to try to access the bins, and sometimes they just can't pull the bins out. As a result, more and more refuse collections for our flat block are being missed.
