Behind my house over hanging trees, broken fence

Right behind my house leading to an alleyway there is a massive over grown hedge/tree. The owner has been informed before but he's not interested in looking after it. There are fence panels broken with nails sticking out and it looks unsitely. Please can this be dealt with.
