Over grown brambles

Garages over the back of our garden are in need of TLC it have became a dumbing ground for neighbours/residents. Also over grown brambles which haven't be maintained for years... this is causes our wall the move, crack and garden ground work to raise and crack. We have been cutting this back ever since we bought out house 2012 and never seen anyone maintain this. This attracts rodents few rats seen in daylight. This is very dangerous as the brambles/thorns effect our children using the garden, unless we keep maintaining ourselves, which I feel isn't fair... we do not own these garages.
