Parking a van over a footpath and blooking the road

This van parks down hear everyday late afternoon on wards .they blook the road as it parks half on the road and half over the path .which is blooking it from people. Young and old and disabled. Which means they have walk on the road or the grass to get past. Some times this person parks right over the foot path which blooks the path from any of the houses using it Which runs right next to the electricity box. This person also parks like it is in the pictures when the grass is dry .which is not only parked next to the electricity box ,but also stopping young children playing and kicking balls about on the grass .this person dont live down this close. so if and when the alarm is going off day or night noone knows whos it is which is disturbing the area.
