Parking on pavement blocking exit from opposite drive

The car pictured is parking completely over the pavement every day and sometimes doesn’t move over the weekend. It makes it almost impossible for pedestrians to walk along the pavement as well as making it extremely difficult to manoeuvre around the round and sometimes almost impossible to exit the opposite driveways without multiple movements. The car parks opposite the shared driveways of 7, 9, 11,15 & 17 Spinners Way Shepshed
