Water running onto main road in all weathers - ice hazard

Sent to Hampshire County Council and Winchester City Council less than a minute later. FixMyStreet ref: 295939.
On the northern side of Fontley road there is a drainage ditch. The ditch is blocked by the new entrance to the Al Madhi centre. Consequently the water backs up in the ditch and runs onto the road and streams down the tarmac to the dip at the Fontley Road/River Lane T junction.
Water is streaming onto the road in all but the driest of conditions. I have observed this even in winter after 2-3 days of no rain.
In winter this water will freeze causing black ice at a busy junction where vehicles break to turn into River Lane.
Horses and cyclists also use this road.
A drain embedded across the paved entrance to the Al Mahdi center (along with clearing of the ditch further down) would solve the problem by preventing water from spilling onto the main road.

Noticed that a channel/pipe had been installed across the paved driveway entrance, thus ensuring that the water continues to flow into the ditch and not onto the road.

Having reported the above last winter I notice that this December the Council have erected a temporary sign warning of ice on the road surface just before the entrance mentioned above.
The only reason water is on the road is because the roadside ditch is poorly maintained. If they were properly looked after the water would be in the ditch, not on the road!
Couldn't the Council and the land owners work together to look after the ditches?
This ice hazard is on a sloping surface. Cyclist, horse riders, cars and lorries use this road daily.
