Someone running a scrap metal business from home

Sent to Folkestone and Hythe District Council and Kent County Council less than a minute later. FixMyStreet ref: 2958487.

Someone opposite us, is clearly dealing in scrap metal. They have van that they can’t drive (so force their elderly relative to take them everywhere) which doesn’t start so has to be jump started a good few times a day. From the van, he take out everything and anything made of metal and proceeds to angle grind/metal cut it up into small pieces on the pavement outside his house. It’s dangerous, not to mention extremely disruptive due to the level of noise! This can’t be legal surely?
