Council Hedgerow now coming over into our Garden

Council maintained hedgerowon right side of entrance to Exton next has not been cut properly for 2 years and has now grown so high its blocking light to our property ( 39 New Road ). Its also grown so wild that lots of brambles are coming over our side of the fence at head height and its now also pushing against our fence and coming through it.... I reprted it last year and made a couple of calls and although I was verbally informed that something would happen it never did. I would prefer the council to maintain it as previous and put a gap back between the hedgerow and our fence but I have now also had a quote to get the work done ( which I would intend to pass on to the council to pay ) - Given the amount of time that has elapsed so far I think that drawing a line for the work to be carried out by the council by the end of September is reasonable but if nothing happens then I will have it all cut down ( but not removed ) in the first week of October 2021.
