Mattress and junk dumped in neighbour's back garden & dog mess, dog noise

Neighbour owns three dogs, which look to be left at home for hours at a time. All three are prone to bark for the slightest reason, say if someone passes the house, or merely walks up to their own front door, if I go out to my back garden they will bark or growl even when I've ignored them. Quiet visitors get barked at for nothing too (dispelling the owner's theory that the dogs "don't like me because I shouted" Mattress, small chair padding and varous other clutter has accumulated in neighbour's back garden, and now dog faeces seen today. The back fence has been in varying states of damage/attempted repair and there are bits of broken fence leaning over toward my property. The house is rented from the original owner, by an(apparently) professional person. Another mattress has been dumped (possibly fly tipped?) in the track running behind mine and their back gate. I don't know if the mattress on the track is from next door or elsewhere but it's been there for at least 3 months that I can remember. Had words about the dog noise in the past but they mostly responded as though I was being unreasonable,though the dogs are called in occasionally if anyone is home. I prefer not to speak to them now so will send any complaints to local authority instead. Am considering getting a quote to get a separate, tall fence put up on my side of the back garden (there is a low wall I could attach it to) because I am fed up with the noise and the clultter that's accumulating.
