No signage for "other public access" tracks.

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 2942534.

The tracks from Street End to Bigpath Farm, to Woodcote Farm and then to White Hill have no signage. They are described as "Other public access" on the OS map. Is this because they are not rights of way and therefore not maintained by the relevant council?
