Erection of private signage restricting parking on the public highway

The Norfolk County Council's temporary traffic order for Sunday Market events in Holt does NOT include the removal of car parking from Shirehall Plain, a triangular shaped public car parking area which provides free car parking spaces on a Sunday without restriction to residents and visitors. It has been brought to my notice that two signs have recently been attached to the posts which display the standard NCC traffic regulatory signs on Shirehall Plain. These circular signs have the appearance of statutory traffic signs which bear the wording: "NO PARKING 8AM - 5PM SUNDAY". These signs appear to have been erected to enable organisers of the Sunday Markets to hire out pitches on the parking spaces to stallholders wishing to sell goods on Sunday's up to 5th December 2021.

  • My business is being severely compromised by the organisers of the Holt Sunday Market, (HSM) events who choose to place traffic comes and road barriers on Shirehall Plain, Holt to prevent any free car parking provision for residents, traders and visitors on a Sunday. Furthermore, the organisers, then charge stallholders £50 to erect a stall to trade off this car parking provision each Sunday. Last Sunday (15th Aug 2021) a double wheeled extended trailer occupied the spaces, plus also protruding out of the space enough to totally obscure the entrance to Lees Yard for passing traffic. The detrimental financial impact for my business was catastrophic, potentially at a time when it normally trade extremely successfully on a Sunday. My understanding is that the Norfolk County Council traffic regulation order permitting HSM events does not include the removal of parking from Shirehall Plain. I request that the matter of improper and inappropriate use of this public highway be addressed as a matter of the utmost urgency

  • The illegal signs were removed incredibly quickly, for which Fix My Street are to be commended. However, the improper use of car parking spaces on Shirehall Plain to sell market stall pitches on Sunday’s was not resolved and it has caused havoc for some of the bricks-and-mortar traders and terrible inconvenience for residents and visitors. These free car parking spaces are a vital contributory factor to the well-being of Holt. Where assurances were made that unrestricted vehicular access would remain in place at all times, this has certainly not materialised. The attached photographs clearly show the concealment of Lees Yard on Sunday 5th September 2021 ... a Yard which leads to 8 businesses, 9 residential addresses and 2 occupied holiday lets. There are suggestions that these Sunday Markets will be ‘bigger and better’ next year and that additional Highway closures are envisaged. There has been no consultation whatsoever about future arrangements or intentions. There is a distinct feeling of betrayal by the Highway Authority who have failed to respond properly in addressing public concern or enforcing compliance where the wrongful use, abuse and profiteering of the Highway has openly taken place.
