End of cul-de-sac purposely not being swept ??

Sent to West Oxfordshire District Council less than a minute later. FixMyStreet ref: 2923319.

A street cleaner came down to the end of Cadogan Park today and as per last 3 visits, did not clean the turnaround at the end of the cul-de-sac. Ubico driver, did not attempt to clean where all the dirt is lying at the side of the road which is at the end in the turnaround area. In fact i was watchiing him "avoid" the rubbish and disappear again without dong the job at all. Why ? box ticking ? Send hm back today please to make an attempt to actually sweep the end of the cul-de-sac.
