Bush covering path

Sent to Oxfordshire County Council less than a minute later. Council ref: 2914462.
Everytime this is logged the council say it’s not there issue as they believe the hedge on the right is from someone’s garden which it is not it is from a green area on a car park… the left side is someone’s hedge which I understand it’s down to them but again they never cut it.
How can we try and social distance when we get pushed into smaller pavements by overgrown bushes Any chance someone can actually come out and look at this to get this rectified please

Still not be rectified, both hedges still cover majority of the path on both sides.
