Grass overgrown and rubbish gathering on it.

Since the Seven Lochs work has been carried out where the football pitches were the grass has not been cut and it is over growing which in turn is collecting rubbish due to it be blown about the street. Has this area been handed back to the council to tend or is it a grey area who owns it ?
