Flooding outside chorlton postoffice

When it rains flooding occurs outside the postoffice, the council did come out 6 mths ago and put some tarmac down but if anything it has made it worse , further up the rd there is a metal channel on the middleof the pavement near the chippy and charity shops , which helps drain the water away , perhaps that cud b the solution , with winter coming it will only get worse
