Streetlight not working correctly

The pattern of lighting at this streetlight has been a long-running problem which has never been solved. The light is only on for a couple of hours each night from around 10pm to Midnight. I don't mind it being off overnight but it really should be on from dusk until midnight. The light has been fixed in the past but then fails again a few days later.

Updates

Had email contact from CnES asking for light ref number. Provided number of 2216 03 but not heard anything else. Light now not working at all!
