Cars illegally parked causing a danger to residents

Sent to Torbay Borough Council less than a minute later. FixMyStreet ref: 2887578.
Cars parked illegally blocking doorways to properties in several instances (i.e. 2 Chapel Mews and Nos 1 to 3 Western Terrace, Western Road) doors are only external doors to properties. Cars parked across road junction definitely far less than 32 yards from junction. Car parking making it difficult for emergency vehicles to gain access

There are not parking restrictions present in this location so there is no action that Torbay Council can take. If vehicles are parked causing an obstruction, or are too close to a junction, then these issues should be reported directly to the police on the non-emergency number (101)

The reply said that there were no parking restrictions present in this location but this totally ignores the law which states that "The Highway Code tells us that you must not stop or park in the following locations, except when forced to do so by stationary traffic:-
In front of an entrance to a property Opposite or within 32 feet of a junction, except in an authorised parking bay. Anywhere that would prevent access for emergency vehicles. Plus 15 other places.
