Drivers driving over central reservation

Since the junction of Headley Way and the JR hospital was redesigned a couple of years ago, drivers and cyclists have regularly been exiting the hospital, turning left as if to drive up Headley Way towards London Road but then immediately and illegally crossing the central reservation and turning down Staunton Road (West) towards Marston Road. This is alarming and terrifying for anyone who happens to be driving out of Staunton Road in the opposite direction and sooner or later there'll be a serious accident. The real cause of the problem is that the central reservation has flattened curbs that are easy to drive across. Today, yet again, a people mover doing this manoeuvre nearly hit my car as I was waiting at the junction of Staunton Road and Headley Way. The way the road is designed makes it all too easy for motorists and cyclists to flout the rules. There's an awful lot else wrong with this junction but this is the most dangerous issue.
