Stones all over the road

Some idiot has put thousands of stones all over the road through Woolton Hill. The dust created when vehicles go past is a health risk and I cannot walk along the street. Now that no one can walk to school even more cars will be parking at school time and as there are no road markings it is dangerous as cars can now park outside 2 schools in Woolton Hill which is a risk to the children going to these schools. The noise from vehicles driving through Woolton Hill is now so loud I cannot sleep. Who is going to pay for my house filters which will get blocked by the additional dust created?
