I am contacting you on behalf of a good friend, who is a gentleman in his eighties. He and his neighbours are concerned that new neighbours in a rented property-101 Runcorn Road have erected a fence, preventing the residents at 103,105, and 107 from having access to put their refuse bins out. The naeighbour has erected the fence to safeguard his chickens and dog. My friend lives in the cottage-107 Runcorn Road , he is concerned about the access, and more concerned for the neighbours at 103 and 105 who are also elderly. My friend has tried to discuss the issue of access with the tenant at 101, however with only negative response. I trust you to deal with this matter with sensitivity to the elderly neighbours.
