Overgrown neglected tree, hedge, lawn and edging

The tree which is grossly overgrown and weighing down on itself is significantly overhanging pavement causing risk to pedestrians trying to use the pavement, same goes for hedging the pathway is now akin to a tunnel posing significant risk when using particularly when people are hiding in here drinking , dumping rubbish etc, the lawned area also requires to be attended to , the last time this was cut which was several months ago they didn’t even bother to trim the edges, the place resembles a jungle and requires immediate attention to make it a safe area for pedestrians and residents alike.
