Roaming Dogs

There is a frequent (almost daily) a dog which roams the streets of Goldie Crescent, this dog is black in colour with a white snout (a bitch) and looks quite old. The dog has a collar but I will not go near it as its has shown to be grumpy towards my own dog. I'm fed up of chasing this dog off. It is frequently spotted at all hours of the day on several occasions - even 5am. The owner (whoever this is) seems to take no responsibility for making sure this dog is secure. This dog often wanders into gardens and fowls where it wants (a few months back I complained about the fowling on the street - this dog is one of the culptrits.) I worry for the children on the street due to the nature of the dog and the fowling - please can this dog be stopped from roaming?
