Council refusing to collect garden waste

The bins in front of the block of council flats (7 to 9b Summerfield Place) where I live are supposed to be collected by bin men and emptied and then put back. The garden waste hasn't been collected for weeks because the bin men refuse to empty them as they were once contaminated with general waste. That was weeks ago as a new neighbour put general waste in a green bin and another neighbour removed it to a black wheelie bin. This morning I woke early and they arrived at around 7.30pm and went straight past our building. I ran after them and found them in another street and confronted them about it and they gave me the flimsy excuse that the bins were contaminated. They are not contaminated now because of myself and one other neighbour who check the bins regularly and put the rubbish in the appropriate bins.
