Road safety - Oakthrope Rd, Oxford

I am writing to report unsafe condition I Oakthorpe Road OX2 7BD Oxford, particularily in the segment of the road from Stratfield Rd to Banbury Rd.
Oakthorpe Rd is a small and narrow one-way street connecting two large roads within a dense residential area. The road has a cycling lane, single car lane, and a parking area next to Costa Caffe.
The local residents - school children and families with young children - use Oakthorpe road as a safer cycling route and to access Stratfield Rd and Middle Way. For residents, this route allows avoiding Banbury Rd and is a much safer for young or inexperienced cyclists.
I use Oakthorp Rd with children and sadly I have witnessed regularly drivers speeding, driving aggressively (even towards small children!), driving ove the cycling lane, and parking on the cycling lane so they could enjoy Costa coffee or local amenities. This is not safe for cyclists, drivers, or pedestrians.
Could you please introduce measures that would make cycling experience safer in Oakthorpe road?
The area close to Costa coffee is particularly affected by dangerous driving and I think should be either closed for cars, or perhaps speed bumps introduced. The cycling lane could be kerbed off so cars can't drive over it or park on the cycling lane.
I hope you can help and make our neighbourhood safer for cyclists and other road users as well.
