Sent to Hull City Council less than a minute later. FixMyStreet ref: 2859244.

This mechanical 20 m.p.h sign ,reported twice, between Hebrides and Cromarty close,Maybury road.It is in front of Malin lodge a facility for the elderly. It is supposed to slow traffic down passing this area but some travel breaking the speed limit many times.
