Drain ineffective!

The drain is higher than the puddle. The puddle appears after 30 mins of decent rain. There are two blocked drains under the puddle also. When large vehicles go through the puddle, a tidal wave is sent over the fence to the adjacent property. This soaks anybody who happens to be walking on the pavement, and has caused a significant amount of damage to the timber workshop structure on the other side of the fence, rendering it unusable and requiring a full replacement.
