Rubbish bags strewn around

This house is multiple occupancy with different people coming and going. There are various plastic shopping bags strewn on front garden. These have been dragged across road on various occasions by foxes/cats and is a health hazard. Have seen rats also. Can someone tell the owner who does not live on premises to tell the occupants that they must put all rubbish in dustbin. (They appear to have only 1 dustbin which obviously not enough for the amount of occupants!) thank you
