Overgrown trees and bushes

So its bad enough that this alleyway is overgrown on one side which is almost blocking the street lighting out and is now being used a piss stop[ for the youth that pass by. But even worse is the trees with dangerous branches overhanging the alley way just waiting to hit someone as they fall. HDC say its an Highways LLC issue but these trees look as if they are privately owned - either way its a public walk way and i would hate see someone get needlessly injured.
