Bollards at the end of Long Furlong

Several of the bollards have been knocked over due to being hit by delivery vehicles. The Parish Council say they do not meet health and safety standards for bollards, they are not visible and not the correct height – only knee height. The Parish Council say they are not maintained by themselves and advised me to contact TFB. How can these be replaced? Can movable bollards be installed instead to allow access when needed?
