Footpath / Pavement not fit for purpose

The pavement / footpath in the picture the bushes are severely overgrown hanging over the path , also the grass needs putting back to the original concrete edging strip as it’s grown over that and onto the pavement making it in accessible to prams , wheelchairs & all pedestrians.
