Big branches have grown in front on bedroom window

The trees that line the edge of the south leeds golf course to Helston street have overgrown. The big branches are now in front of my bedroom window hanging over my garden. We have had a tree surgeon who have said the trees are considered high risk/dangerous and Need cutting back. Unfortunately I don’t have the £500 spare he quoted to get them fixed, they are also on council land.
