A neighbour (25 St Richards Road) has been for some time been using 2 wheelie bins to reserve a parking space outside their house every time they go out in their car . Im pretty sure this is illegal and is definitely causing an obstruction in the road which is an offence under the highways act. Please deal with this issue or advise if this matter needs to be referred to the police.
