A Traffic Regulation Order was recently implemented which sets a 30mph speed limit between Hallatrow and High Littleton. While we note your concerns about the speed of vehicles, in areas with street lighting the speed limit is 30mph unless there are signs saying otherwise. 30mph signs are only displayed at the perimeter of such a zone. This is covered within the Highway Code, under Speed Limits, which states:
You MUST NOT exceed the maximum speed limits for the road and for your vehicle. Street lights usually mean that there is a 30 mph speed limit unless there are signs showing another limit.
Furthermore, the use of 30mph repeater signs on a road which has street lighting is prohibited under the Traffic Signs Regulations and General Directions 2016 (- Schedule 10 General Direction 2 prohibits the use of 30 mph repeater signs where a road has a system of carriageway lighting).
We therefore consider that the existing design is compliant with existing regulations and the issue is one of enforcement, which the Council has no direct powers to undertake.
