Dustbins and recycling obstructing the pavements

These bins and recycling containers are constantly left outside of number 64 Windsor Road, which is an HMO. It is obstructive, an eyesore and in the warmer months, a health hazard that stinks and attracts seagulls, flies and rats. I believe that a bin store should be provided for the property for refuse to be kept off of the pavement?
